Thank you for your letter of 31 May 2007 regarding visiting Mr R Percival NE5377 at HMP & YOI Chelmsford. Firstly I am very surprised to read in your letter that your previous correspondence has not been replied to. I personally responded to one such letter and can confirm that it was posted to your Birmingham address. Anyway, with regards to visiting Mr Percival; I reiterate that I am not prepared to allow you to visit him. This is in accordance with Prison Service Standing Order 5 (37) insofar that I consider your intended purpose for visiting is as a journalist or author.
Mr Percival has earlier disclosed that you would be assisting him to write a book about his offence and you refer to Mr Percival's crime on your personal website.
In accordance with SO 5 (37) you can provide a written undertaking that any material obtained during a visit with Mr Perciyal will not be used for professional purposes and in particular for publication by the visitor or anyone else. If you choose to do this your request to be allowed to visit Mr Percival will be reconsidered.
