Policy Text: OFFICER MAKING DECISION - DEP SUPT MADDEN DECISION About 11am (1100) On 23.02.01 attended Manchester Drive Allotment Association Grounds where I was informed by Det Inspector BRIGHT that about 9.30am (0930) the same day two members of the Allotment Association had opened the main gates from Manchester Drive and on entering the grounds discovered a white male person laying on the footpath between assorted allotments.
They could see a large quantity of blood surounding the male. Police officers and Paramedics were called to the scene who quickly identified that the male person was dead.
