inquiry attack 'carers'

THE parents of murdered Victoria Climbie yesterday
launched a scathing attack on "incompetent and indifferent"
professionals who allowed their daughter to die.
On the last day of the inquiry into the eight-year-old's
death, Francis and Bertha Climbie criticised all those
who refused to accept responsibility.
Victoria was tortured to death by her guardian Marie
Therese Kouao and her boyfriend Carl Manning after her
parents sent her to them for a better life from their
home in the Ivory Coast.
Three councils, two hospitals, the NSPCC and police
all failed to take Victoria into care even though her
injuries were raised on 29 occasions.
Barrister Magot Boyle said: "Victoria's parents
have seen social workers blame doctors, front line staff
blame managers, managers blame the council and councils
blame Government funding."
She singled out social workers from Ealing, Brent and
Haringley councils who never used an interpreter for
French-speaking Victoria and only met her for 30 minutes
over seven months.
One Brent social worker refused to visit Victoria in
hospital at 4pm because it was "too late".
The Climbies also heaped blame on staff at Central
and North Middlesex hospitals.
They failed to alert social services even though "nurses
believed Victoria was beaten, neglected and afraid of
Kouao and Manning".
Miss Boyle also slated PC Karen Jones for refusing
to visit Victoria' s home "for fear of catching
scabies".
Lord Laming will produce his findings after Stage Two
into how to improve child protection, later this year.
As he closed Part One, he said: "The very least we
can do is to aim to ensure nothing like this happens again."
