- Torture-girl's local council 'among worst for social
services'
The council at the centre of the Victoria Climbie scandal
has been named a poor performer in new Government research.
The Department of Health has revealed its first table
of social services star ratings.
Ten authorities were given zero including Haringey -
the north London council area in which abused Victoria
Climbie died of hypothermia in a flat. Victoria had
suffered months of abuse at the hands of her great aunt
Marie Therese Kouao and her boyfriend Carl Manning,
in their Tottenham flat.
She had 128 separate injuries on her body at the time
of her death, and the child protection system missed
at least 12 chances to save her life. The pair are now
serving life for murder and a public inquiry into her
death has been carried out.
Months earlier a Haringey social worker had visited
the eight-year-old and her aunt Marie Therese Kouao
but found nothing untoward. Today the Chief Inspector
of Social Services Denise Platt said Haringey was "still
a poor service for children."
It is serving some adults well but its future performance
was uncertain and its children's services were rated
as not serving people well and had poor prospects.
At four of the other zero-rated councils - North East
Lincolnshire, Birmingham, Coventry and Walsall - teams
of social services consultants are being sent in to
help turn them around. |
