THE torture and murder of Victoria Climbie will
be remembered as a turning point for child protection,
an inquiry heard yesterday.
Lord Laming, chairman of the public inquiry into the case,
vowed to work out lasting changes to the system to save
other kids from such horrific abuse.
Victoria, eight, was hit with a bike chain, bound hand
and foot, starved and left to freeze in her own filth
by great-aunt Marie Therese Kouao and Kouao's boyfriend
Carl Manning.
It's claimed two social work departments and a hospital
failed the little girl.
The inquiry heard Ealing social services were more
interested in looking after Kouao than Victoria.
Brent social services were told of the abuse but their
response was "ineffectual" and "extremely
lax".
And North Middlesex Hospital sent Victoria back to
her abusers despite doctors' and nurses' concerns.
Victoria was called Anna by Kouao, who told her parents
in the Ivory Coast she would give her an education in
London.
She then used the child as a tool to get higher benefits.
Kouao and Manning are serving life for murder. The inquiry
continues. |
