Dated the 18th day of May 1999
Signature S SYRETT PC 1937 About 12.35am on Tuesday 18th May 1999,
I was on traffic patrol in company with PS 249 BODLEY in an unmarked
Police vehicle when as a result of a radio message we attended the
Festival Leisure Complex at Cranes Farm Road, Basildon. As we entered
the complex my attention was drawn to a male and female, walking together
away from the complex towards Cranes Farm Road. I noticed that the
female wore a white coloured top. We entered a service road onto the
complex and were immediately waved down by one of the site Security
Guards.
We had a brief conversation with him a result of which we drove towards
the couple we had noticed a short time before. They were by now walking
along the pavement adjacent to the Cranes Farm Road roundabout directly
outside MacDonalds. We pulled up alongside them and got out of the
vehicle. PS BODLEY said, "What's been going on then?" to
the male. He said, "Can we talk in private?" I said, "No.
We have been informed by Security that you have been involved in a
disturbance and that you are in possession of a knife. Put your hands
upon the roof of the Police car." I cautioned him.
He said, "I've still got the knife." He turned around to
face us. He then reached behind him and with his" right hand
he pulled out a large knife still secured in a sheath from behind
him. I could not see where he pulled the knife from, his pocket or
the waistband of his trousers. I said, "Throw it on the floor."
He threw it on the grass and said, "It's not mine. The little
bloke squirted me in the face. Look at my eyes. He pulled the knife
out on me and wanted to have a go. I took it off him. Go and see if
it's on video." I noticed that his breath smelt strongly of intoxicating
liquor and that his speech was slightly slurred. I could not see any
signs of him having been sprayed with chemical incapacitant as he
appeared to be alleging.
At this point we were joined by PC 2617 ROUT and other Officers. I
had a brief conversation with PC ROUT who then spoke with the accused.
I handed the knife (exhibit SS/1) to PC ROUT. After a short time I
heard PC ROUT informing the accused that he was being arrested and
he was led away to a marked Police vehicle. Signature S SYRETT PC
